Install the released CLI, then use the agentplugins author command group:

Agent Plugins authoring creates and statically checks portable Agent Plugins 1.0 packages. The released agentplugins author commands do not run package code, start development servers, bootstrap dependencies, export bundles, or publish packages. Static validation does not prove client activation, service authentication, or runtime behavior.
